Ordinance Would Open 51,883 Acres in Volusia County (Florida) to “Mobile Homes”

“Some residents voiced concerns over the impact of ‘mobile homes’ on property values, quality of life.”

The following includes excerpts from a news report by The Daytona Beach News Journal. Many references in that report mis-characterized manufactured homes as “mobile homes.” We have taken the liberty of correcting those “mobile home “ references with the proper terminology, “manufactured homes.”

Zoning laws for thousands of rural and agricultural acres in Volusia County could be changed to allow “manufactured homes” as a permitted type of housing.

If approved, the ordinance “would allow for “manufactured homes” by right within all rural and agricultural zoning classifications, according to agenda materials. 

That would bring “manufactured homes” as an allowed use to an additional 51,883 acres in the RR A-2 through A-4 and RA zoning classifications, according to a county map.

Mobile homes are already allowed as a principal use within mobile home zoning classifications MH-1-MH-8, Forestry Resources and Prime Agriculture zoning classifications, according to the county. They’re allowed with restrictions “in other rural and agricultural zoning classifications.

The proposed ordinance defines mobile homes as a dwelling that “is built on a permanent chassis and installed on a permanent or temporary foundation (concrete pads, dry-stacked blocks, and tie-downs).”

Mobile homes will have to follow manufactured home construction and safety standards of the U.S. Department of Housing and Urban Development (HUD Code)  and comply with the Department of Highway Safety and Motor Vehicles. (in other words – Manufactured Homes.)

 

Note: The descriptive words “mobile home” and “manufactured home” are not interchangeable and are “not one-in-the same.” In Fact, there have been zero “mobile homes” produced in over 40 years.

 

New “mobile homes” ceased to exist in 1976 following the U.S. Congress passage of the 1974 Federal Building Code (HUD) Code officially and legally designating the new factory built homes  as “manufactured homes.”
